GOVERNING EFFECTIVELY

National Security and Public Safety

334. One of the major goals of this Government is to ensure that citizens of Trinidad and Tobago are provided with a safe and secure environment in which to carry out their daily duties. In fiscal year 2008, the sum of $268.0 million has been provided to facilitate the undertaking of several initiatives by the Protective Agencies.

335. In order to develop community-based preventative strategies and provide institutional support to the Ministry of National Security, the Citizen Security programme, which is being assisted by IDB, has been allocated $4.0 million to undertake several initiatives including:

  consultation meetings with communities
  development of the Youth and Crime Prevention Fund
  conduct of the Community Victimization survey
  undertaking the Community Level Planning for Prevention and Intervention Services study
  undertaking the Institutional strengthening for Youth, Family and Community-based NGOs study
  preparation of the design of the Specialized Youth Service Programmes study
  development of the Police Crime Information system

336. The Police Service Division has been allocated $53.2 million to pursue the following activities:

  i. The development of initiatives and programmes under the Transformation of the Police Service project. This project has been allocated $16 million to provide specialised training to improve crime control capacity, to develop structures and systems that increase professionalism, to improve police supervision and management and continue the development of the Model Stations Initiative. As a result of the project, management of staff is expected to be improved and police facilities refurbished. The ultimate goal is to increase public confidence in the Police Service and reduce the crime situation
  ii. Improvement works to Police stations. The main aim of this project is to provide adequate and appropriate working accommodation for officers to carry out their duties. In the fiscal year 2008, the sum of $14 million has been allocated to undertake refurbishment works at stations including those of the Mounted Branch, Traffic Branch, Transport and Telecom Branch, Police Hospital and K9-Tobago Division. Works to be conducted include painting, electrical work, plumbing and air-conditioning repairs and installation. In addition, reconstruction works are to be undertaken at the Police Training College in St. James. Reconstruction works include plumbing, electrical work, casting floors and walls. The sum of $1.5 million has been also allocated for the procurement of furniture and furnishings for these stations.

337. The Police Service will be able to provide stability and security to the citizens of Trinidad and Tobago through these other initiatives:

  procurement of vehicles and equipment which include the procurement and installation of cameras in twenty five (25) Police buildings
  development of the Homicide Prevention Units which entails the procurement of furniture and furnishings, the Incident Coordinating Centre which entails the procurement of equipment and furniture and the development of a Anti-terrorism unit which entails the procurement of equipment
  development of the Telecommunication Network Unit which entails upgrading of the network system, development of the GIS system, and procurement of equipment

338. Under IDF, in the fiscal year 2008 an allocation of $8 million has been provided for the construction of a Telecommunications facility in Tobago. This facility will assist in expanding the network system between Trinidad and Tobago.

339. In an effort to support measures aimed at maritime protection, the Coast Guard of Trinidad and Tobago has been provided with an allocation of $72.1 million for the following:

  refurbishment of the TTS Cascadura: works to be undertaken include installation of rudders, engines and rope guards at a cost of $29.0 million
  procurement of three (3) interceptor vessels at a cost of $7.0 million
  improvement of facilities at Point Galeota entailing the construction of a Women’s dormitory, construction of a security fence and lighting
  establishment of a Marine Ship Safety and Port Facility Security Unit involving the construction of a building an commencement of customization works
  refurbishment works to facilities at Staubles Bay which entails upgrading of the All Ranks Facility, procurement and installation of an elevator and construction of a security fence
  institutional strengthening of Coast Guard personnel through training in seaman ship skills

340. Under IDF, the Coast Guard of Trinidad and Tobago has been allocated a total of $46 million to undertake several activities including:

  commencement of construction of Operations Buildings at Piarco and Tobago
  continuation of electrical upgrade of facilities at Staubles Bay
  construction of a Multipurpose Facility at Hart’s Cut in Chaguaramas

 
341. Activities to be undertaken by the Defence Force of Trinidad and Tobago with an allocation of $69.2 million include:

  continuation of upgrade of Air Guard Base at Piarco, which includes refurbishment of living accommodation, hangers, kitchen, dormitories; electrical upgrade and procurement of communication equipment
  continued refurbishment works of the Defence Force Headquarters including repair works to office facilities; construction of a security fence, a warehouse; procurement of vehicles; and repairs to the old gymnasium
  construction/upgrade of facilities at various camps including construction of a perimeter fence and a retaining wall a Camp Ogden; construction of a Barrack Accommodation at Camp Cumuto; construction of a Command Row, and Officer’s mess and the northern wing of the Administration Building at Teteron Bay. In addition, camp facilities are to be constructed at La Romain, Felicity, and Forres Park. Vehicles are also to be procured which including panel vans, a motorcycle and a HIAB Truck
  construction of a cookhouse, a dining facility, and a dormitory and continuation of electrical works for the Defence Force in Tobago
  Institutional strengthening of the Regiment entailing training of officers in leadership skills

342. In fiscal year 2008, the Fire Services Division has been provided with $70.5 million to improve efficiency in the fire-fighting service. The following activities are to be undertaken:

  completion of construction works on the Couva Fire station and continuation of construction of the Sangre Grande Fire Station
  procurement of vehicles and equipment including ambulances, and emergency tender, water tankers, and tenders and portable pumps
  refurbishment of vehicles including of a water tender, a water tanker, and emergency Tender and other vehicles
  improvement of fire service buildings at Chaguanas, Port-of-Spain Headquarters, Arima and Couva North Stations
  training of the Fire Service personnel in fire prevention measures and management

343. The Prison Service has been allocated $17.3 million to undertake several activities including:

  outfitting of the Administration Building, continued construction of the Senior Officer’s mess, and the expansion of the officers’ dormitory at Golden Grove
  procurement of vehicles and equipment including pickup vans and standby generators
  continuation of the reconstruction of the workshop at Golden Grove
  upgrading of the Animal Husbandry at Golden Grove which includes construction of a slaughter bay, a milk parlour, and a sheep pen
  upgrade of buildings at the Carrera Convict Prison which entails refurbishment of a ration room, a sewer treatment plant, the Main Prison and docking facilities
  construction of a building for the Emergency Response Unit at Golden Grove equipped with a Closed Circuit Television Surveillance system, and a gym
  development of designs for a Training College at Golden Grove

 344. Institutional Strengthening activities at the Ministry of National Security to be carried out with an allocation of $21.8 million include:

  accreditation of laboratory service, and procurement of equipment for examining Firearms and other weaponry
  continuation of Phase II of the Anti-Crime Communications Support Plan under the Strategic Communication Programme for Public Education which involves the development of initiatives on crime prevention
  continuation of workshops and seminars under the Management for Regional Security project with an aim of developing relevant regional projects
  training of personnel in project management

345. An allocation of $0.3 million has been provided for the upgrade of mediation centres located at Port-of-Spain and San Fernando, which entails customization works and procurement of equipment and furniture.
